国际核能事件分级表
昨天的一则大新闻，是日本原子力安全保安院，将福岛事件的核灾等级从五级提高到了七级，和车诺比核灾相同等级。不过，到底这个「相同等级」是什么意思？核能事件分级表的等级是如何划分的？级别又是如何判定的？让我们一起来看看这个国际核能事件分级表（简称 INES）吧！
先来点历史。核能事件分级表的由来，主要是在 1980 年代多次被媒体广泛报导的核能事故之后，国际原子能委员会（IAEA）决定召集专家学者，订立一套合理的核能事故分级表，来向一般大众沟通核电厂事件的灾害等级，以避免不必要的恐慌，并强化核安教育。之后，事件分级表又两度扩张，将核物质的处理和运送过程中可能发生的意外也纳入分级表中。最新的事件分级表出版于 2008 年，增修了分级时采用的指导原则，也是各国（包括日本）目前采用的标准。
